Rick Williams' background is in downtown development and parking and transportation demand management.

He oversaw creating and managing the City of Portland's downtown SmartPark parking system, a 3500-space operation over seven facilities. Rick founded Rick Williams Consulting (RWC) in 1995, focusing on parking development and demand management program design. Through a partnership with the consulting wing of Melvin Mark Development Company, Rick managed and oversaw six commercial high-rise garages in Downtown Portland and assisted in constructing several parking garages and surface facilities in Melvin Mark’s real estate holdings. RWC was incorporated as an independent company in 2015, providing the same talent and services for which the firm has been known and valued.

  • Reviews all deliverables, and advises on individual project tasks (as needed) such as policy/code, financing, operations, best practices, and strategy development
