About Us

Rick Williams Consulting (RWC) has unparalleled experience in all phases of parking management, transportation demand management (TDM) and assistance to areas considering forming and operating transportation management associations (TMA). Our firm has been providing parking and transportation demand management (TDM) consulting services since 1995.

We are comprised of six employees. Parking consulting is our core business and all work in that regard is provided in-house. Our size ensures work is done by senior personnel and city staff works directly with our firm’s three primary owners (R.Williams, Ronchelli, and Collins). Our client list is extensive, and our size has never limited our capacity to provide comprehensive, complex, and innovative parking consulting services. RWC offers clients a knowledgeable and tested resource for the development, design and implementation of parking and TDM strategies. We are committed to delivering our plans and products on-time and on-budget.

Few parking consulting firms bring the combination of policy and planning expertise and hands-on experience in operating parking and demand management programs that RWC offers to its clients. We understand the intricacies associated with self-sustaining parking districts and have successfully shared this experience with public and private clients throughout the United States. RWC provides a variety of parking services to a range of clients, from individual businesses to municipalities and state agencies. Our firm has engaged in scores of parking studies and offers our clients direct experience in the design, financing, management, and operation of individual parking assets and complex parking systems, including on-street, surface lots, garages, and bicycle amenities. We offer our clients sound and accurate analysis and an ability to translate parking system data into workable solutions and strategies, while our unique background allows us key insight into elements that are often missed by other parking consulting firms.

Our firm brings a breadth of downtown parking, transportation, and redevelopment experience to our clients. What We've Achieved

  • Guided the City of Madras, Oregon, in developing and adopting it first strategic parking management plan.

  • Completed garage sizing and shared parking demand analyses for a private property in Bend, Oregon, adding 345 garage stalls, 18,000 square feet of commercial space, and 313 residential units.

  • Assessed the impact of COVID on parking use in multiple municipalities and re-calibrated parking strategy recommendations.
